Оpen Standard
An open standard is a standard that is publicly available and has various rights to use associated with it and may also have various properties of how it was designed (e.g. open process) .
Open standards are, typically, specifications: formal descriptions of software or software interfaces. Open standards may have reference implementations, but the description in the formal standard typically takes precedence over the behaviour of a reference implementation .
