Direct assistance

If you give someone assistance, you help them do a job or task by doing part of the work for them. Direct means moving towards a place or object, without changing direction or stopping, for example, in a journey [Collins Online Dictionary]. Direct Assistance means transportation and other relief services provided by a motor carrier or its drivers driver(s) incident to the immediate restoration of essential services (such as electricity, medical care, sewer, water, telecommunications, and telecommunication transmissions) or essential supplies (such as food and fuel). It does not include transportation related to long-term rehabilitation of damaged physical infrastructure or standard commercial deliveries after the initial threat to life and property has passed. Also, the individual can only perform an activity of daily living safely or appropriately with continual help or oversight. Direct assistance may vary from requiring a person to physically stand by or set up the activity to the activity being performed by others. Different situations can mean transportation and other relief services provided by a motor carrier or its driver(s) to the immediate restoration of essential services, such as medical care, or essential supplies, such as food, related to COVID-19 outbreaks during the emergency.
