Evacuation forces

Evacuation forces — removal of a patient by any of a variety of transport means from a theater of military operation, or between health services capabilities, to prevent further illness or injury, providing additional care, or providing disposition of patients from the military health care system [U. S. Department of Defense, p. 81].
For the general evacuation of the population, the available vehicles of the relevant administrative territory are involved, and in the event of an immediate threat to the life or health of the population, additionally vehicles of business entities and citizens.
Partial evacuation of the population is carried out using vehicles operated according to the work schedule.
The involvement of additional vehicles during the partial evacuation of the population is carried out by the decision of the local state administration or an official who has the authority to make such a decision.
The volumes and sequence of the evacuation of material and cultural values and their detailed list are determined by state authorities, economic entities, public associations, and/or citizens in whose management, trust, or ownership the specified values are and are taken into account when planning measures with evacuation
Acceptance, transportation, placement, accounting and storage of evacuated material and cultural values is carried out by the body responsible for the organization of the evacuation, following the procedure defined by the law [Verkhovna Rada of Ukraine].
